Samuel Davis Jr. President Samuel Davis is a
22 year veteran with TDCJ-ID. Jerome Jaye Hightower 1st Vice President Jerome "Jaye" Hightower is a native New Yorker/Texan since moving here in (1979). He is a 16 year veteran with Texas Department of Criminal Justice Institutional Division (TDCJ-ID). He started out his career at the Darrington unit (1992) and later transferring to the Jester -IV Psychiatric unit in (1993). Mr. Hightower has been with C.A.T from it's inception (2000). He started out as Sergeant At Arms promoting to 1st Vice President. Jaye Hightower also was one of the founders of the Texas Correctional Officers Coalition formed in 1998. Labor should be his middle name. Mr. Hightower has a wealth of knowledge and experience in all employee/management related policies. He is diligent in making sure that our administration is following all the policies. Jaye Hightower is also skilled in employee grievance and mediation procedures with TDCJ-ID. As a lobbyist and media person Jaye Hightower's diplomatic approach and experience works well for C.A.T. Floyd W. Smith Sr. 2nd Vice President Dr. Floyd Smith Sr., a native Texan, was born in Hempstead, Texas May 04,1965. He later moved to Houston, Texas in 1991. He is a 22 year veteran with the Texas Department Of Criminal Justice Institutional-Division. He started his career at the Walls unit in April 1986. In 1987 he transferred to The Wallace Pack II Unit, (now Luther Unit). In 1983 he transferred to Sugar Land to help then Warden, Kenneth Negbenebor, to open the new Psychiatric facility, (Jester IV Unit). Dr. Smith is one the original officers to form this organization C.A.T, which stemmed form a coalition. In 2000 of April he was the 1st Vice-President due to his overwhelming schedule as Senior Pastor of Igniting God's Vision Ministries, Inc. (The Vision House), He felt that Jerome Hightower would better serve as 1st Vice-president because of the valuable time Mr. Hightower spends with C.A.T. Dr. Smith is now 2nd Vice President and one of the key spokesman for CAT. As a strong dedicated advocate and trainer for C.A.T, Dr. Smith's ambassadorial approach and experience speaks volumes for C.A.T and it's members. Demangelia Thibeaux Treasurer Demangelia Thibeaux is a Louisiana born native who relocated to Houston, Texas in 1995. In 2001 she began her career with Texas Department of Criminal Justice-Institutional Division as a Correctional Officer. In 2004 she became a member of the greatest organization governing Correctional State Employees, known as Correctional Association of Texas (C.A.T.). Demangella, presently stands on the board of C.A.T. as treasurer. She is a hardworking individual with goals of advancing to highest level of achievement. In, 2005 she was promoted to Sergeant of Correctional Officers where she is presently employed at the Darrington unit. Sergeant Thibeaux is a loyal trustworthy, strong woman who will not compromise her integrity and sense of pride at any expense. She is a powerful leader with a great personality and has a desire for bringing the best to out in people. She always display a warm smile and is often called little Dino-mite, for her small statue and enormous heart. Sergeant Thibeaux is also a team player who believes in a completed puzzle, many pieces; one goal brings a PICTURE of SUCCESS. Even with all her duties she still has time management to be a great asset to her employer, the board of C.A.T., a member of The Fountain Of Praise and also be a wonderful dedicated to her family.
